Cobalt Recruitment are working with an excellent NHS Trust in London to recruit an interim PFI Expiry Manager for an initial 6-12 Month Fixed-Term Contract, paying £75,000-£85,000 per annum depending on experience.
The successful candidate will be responsible for coordinating all aspects of the agreed transition and handover process for the hospital site, ensuring seamless continuation of safe provision of healthcare and support service operations as the PFI arrangements come to a close in 2032.
You will lead the planning, execution and tracking of agreed PFI life cycle projects to ensure they are complete, compliant, commissioned, and certified and that they meet the contractual and expiry obligations for condition at expiry and meet future needs of the hospital.
You will be expected to orchestrate relevant internal hospital teams, NHS stakeholders, external suppliers and partners and the PFI funder representatives, PFI management and their supply chain in order deliver a successful conclusion of the PFI contract that minimises future inherited and avoidable risk for the hospital.
You will also be responsible for closing out existing PFI based supplier contracts and delivering on the agreed FM service strategy ensuring that appropriate contracts and service arrangements are in place to effectively and efficiently manage the assets and that hard and soft FM services continue without interruption, supported by robust operational management, operational policies and emergency and business continuity plans.

The PFI Expiry Manager must ensure that the project's objectives are met, risks are mitigated, and all parties are well-informed and given assurance throughout the project lifecycle.
You will have/be:
Educated to degree level or equivalent level of demonstrable experience in a healthcare management setting.
Appropriate postgraduate qualification at Master's Level or equivalent experience.
Member of relevant professional body, eg CIBSE, RICS, IHEEM, etc. (Desired).
Significant years' experience of working in an estates and facilities management environment in an acute setting.
Significant years' experience of working operationally within PFI management, including client and contractor perspectives.
Experience of contract management of contracts exceeding £5m.
Contract procurement process experience.
Experience of project planning and programming techniques.
Proven expertise to lead, plan, manage, interact with colleagues and deliver projects successfully in a spirit of cooperation.
Good knowledge and practical approach to the NHS Finance Manual procedures and Capital Accounting Manual procedures.
Experience of the implementation of national plans/policies and guidance relating to estates, facilities and capital services.
Strong knowledge of HBN's, Firecode, HGN's and HTM's.
Comprehensive ability to use Microsoft Office.
Good communication and analytical skills.
Ability to analyse income and expenditure financial information rapidly and apply sound commercial acumen and sound technical knowledge to evaluate financial position and future needs.
Ability to undertake research in relation to PFI issues to ensure Trust in able to monitor legislative and financial obligations of PFI contract.
Strong understanding of contract management, compliance, and legal requirements related to Public-Private Partnership/PFI contracts.
