About the Role
Cobalt is partnering exclusively with Greater Manchester Combined Authority (GMCA) to appoint a Fund and Development Monitor to support the delivery of the Greater Manchester Good Growth Fund (GMGGF).
The GMGGF is Greater Manchester's flagship investment programme, providing funding that supports inclusive economic growth across the city-region. The Fund invests in development, employment, skills and community infrastructure projects that deliver positive outcomes for residents, businesses and local communities.
This is an opportunity for an experienced chartered real estate professional to play a key role in assessing, monitoring and supporting development projects that contribute to the future growth of Greater Manchester.

GMCA is responsible for driving investment and growth across Greater Manchester, working in partnership with local authorities, businesses and communities to deliver long-term economic and social value.
The Fund and Development Monitor will join a collaborative investment team and work on a varied portfolio of projects spanning residential, commercial and mixed-use development.

The role
As Fund and Development Monitor, you will provide technical due diligence on prospective investments and ongoing monitoring of active development projects supported by the Greater Manchester Good Growth Fund.
Working closely with Transaction Managers, Investment Directors, developers, monitoring surveyors and professional advisers, you will help ensure investment decisions are informed, risks are understood and projects are delivered in line with approved objectives.
Responsibilities will include:
* Providing technical due diligence on new investment opportunities, assessing deliverability, development appraisals, construction budgets and programmes.
* Reviewing technical reports, surveys, design information, construction contracts, cost plans and programmes.
* Advising investment colleagues on technical risks and recommending appropriate mitigation measures.
* Managing relationships with external monitoring surveyors across the active development portfolio.
* Reviewing monitoring reports and identifying risks relating to cost, quality and programme performance.
* Assessing and approving drawdown requests against verified construction progress and agreed milestones.
* Undertaking site visits and stakeholder meetings to monitor project delivery.
* Reporting on development progress and supporting portfolio reviews where required.
The skills required
We are seeking a chartered professional with experience gained within monitoring surveying, development management, project management, cost management or a related development environment.
To be considered, you will have:
* MRICS or MCIOB qualification.
* Working knowledge of construction processes, cost management and contract administration.
* Working knowledge of JCT and/or NEC forms of contract.
* Experience reviewing development appraisals, cost plans and construction programmes.
* Experience working across residential, commercial and mixed-use developments.
* The ability to assess technical and commercial risk and provide balanced recommendations.
* Strong stakeholder management skills and the confidence to engage with developers, contractors and professional teams.
* Excellent written and verbal communication skills.
* The ability to manage multiple projects and priorities effectively.
Experience within public sector investment, grant-funded projects or lender-side monitoring would be advantageous, although candidates from broader development, project management and quantity surveying backgrounds are encouraged to apply.
