About the Role
Cobalt Recruitment is partnering with a highly regarded, industry-recognised property owner and manager to appoint 2 Technical Services Managers across premium commercial office environments in London. This is an opportunity to move into an ownership-led setting where engineering standards, asset quality and long-term performance take priority over volume-led service delivery or a purely bottom-line approach.
You'll join an established property business with a strong track record of developing and progressing people internally. With direct exposure to high-quality assets, experienced senior stakeholders and technically complex buildings, the roles offer considerably more ownership than a conventional contractor-side or workspace FM position. Each Technical Services Manager will be responsible for the engineering performance of the whole building, covering central plant, landlord systems, common areas and critical infrastructure, alongside compliance, contractor performance, lifecycle planning and capital improvement activity. This makes the opportunity particularly suited to an engineering or technical services professional looking to build a longer-term client-side career within institutional commercial real estate.
KEY RESPONSIBILITIES
- Manage hard services across the complete building, including central plant, landlord M&E systems, common areas and critical infrastructure.
- Monitor plant performance through the BMS, inspections and engineering reports, ensuring faults and operational risks are addressed.
- Manage specialist engineering contractors and monitor PPM, reactive maintenance and service performance.
- Maintain statutory compliance across HV/LV, pressure systems, water treatment, lifts, emergency lighting and other engineering disciplines.
- Review RAMS, Permits to Work and switching arrangements, coordinating shutdowns and other critical engineering activity.
- Provide technical support to Building Management and occupiers on plant, engineering works and operational issues.
- Review Licences to Alter and fit-out proposals, protecting base-build systems and monitoring technical works through delivery.
- Manage engineering service charge expenditure, procurement and associated budget control.
- Maintain asset registers, plant records, drawings and O&M information while developing lifecycle and plant replacement plans.
- Analyse engineering data, audits and specialist reports, supporting energy initiatives, capital works and continuous improvement.
Candidates must have engineering management or technical services experience gained specifically within commercial real estate, ideally across large, multi-occupied commercial office buildings or comparable office-led estates. Crucially, applicants must have managed hard services for the entire building, including central plant rooms, landlord systems, common areas and critical infrastructure; candidates whose experience is limited to workplace FM, demised office space or occupier-only environments will not be suitable. Strong knowledge of PPM, statutory compliance, contractor management, BMS operation, plant lifecycle planning and engineering budgets is required, alongside IOSH as a minimum.
