Interim Estates Compliance Manager

Cobalt Recruitment are working with a NHS Trust in West Sussex to recruit an interim Compliance Manager, paying circa £28.00 - £32.00 per hour LTD rate (inside IR35, via umbrella company) for an initial 3-6 month contract.

The successful candidate will manage capital and estates compliance ensuring that systems and processes are safe and available for their intended use, and that the Trust complies with all relevant statutory and regulatory requirements. You will schedule audits and develop action plans to ensure authorising engineers have attended and inspected all critical engineering functions as per HTM requirements.

The post holder will monitor the statutory engineering tests and inspections in line with statutory requirements i.e. PSSR and LOLER and will schedule, organise and assist with additional needs for staff mandatory training. You will monitor all estates and capital projects to ensure CDM regulations are designed into every project and provide reports for all risk and governance committees and groups.

You will have to/be:

  • 5+ years experience leading estates compliance within a healthcare setting.

  • Ability to manage the Trust's overall engineering compliance and provide monthly progress updates on systems such as Pressure Systems, Electrical HV/LV, Medical Gases, Water and Lifts.

  • Review and develop policies for the electrical / mechanical engineering operation and maintenance.

  • Responsible for the HV and LV systems.

  • Update and monitor the estates Business Continuity plans in line with current national standards.

  • Provide in-depth expertise, specialist knowledge and understanding of a broad range of building services systems and equipment, with an emphasis on Electrical Engineering.

  • Undertake risk analysis of the potential threats of interruption to, or failure of, the engineering infrastructure systems of the estate, and the consequences to hospital services; reporting upward to enable informed priorities to be made.

  • Actively direct and monitor the specification, safe planning and control of the Electrical systems to ensure compliance with all Regulations and Policies.

  • Maintain accurate Manuals, Records and Drawings of estate services.

  • Assess the condition of the Infrastructure engineering systems by risk management. To support the maintenance of the backlog database with annual revisions and quarterly updates.

  • Propose and present long term strategic plans and solutions to both provide, maintain and develop the building services site infrastructure relative to the changing business objectives.

  • Communicate complex plans to senior management and staff who may be non-technical.

  • Select and engage consultants or contractors (as required), ensuring detailed briefing and monitoring of their performance, to fulfil each project's specified objectives and standards.
