Their projects encompass over 15,000 new homes across various locations, including Peterborough, Bedfordshire, and Colchester. These developments feature extensive green spaces, educational institutions, and employment opportunities, contributing to the creation of thriving communities. Our client's commitment to sustainable development and community building has positioned them as a significant contributor to the UK's housing and infrastructure landscape

Role Overview:

We are seeking an experienced and proactive Strategic Technical Lead to oversee the technical and engineering delivery of infrastructure across our strategic land portfolio. • Define infrastructure programmes across the full project lifecycle.
  • Oversee consultant teams in preparing infrastructure costings, phasing, and delivery programmes.
  • Manage the technical design and approvals process (e.g., S278, S38, S104 agreements), working toward local authority adoption.
  • Champion value engineering opportunities through the planning process.
  • Manage infrastructure budgets and ensure alignment with project goals.
  • Coordinate consultant and contractor outputs, ensuring clear briefs, timelines, and adherence to fee budgets.
  • Oversee infrastructure delivery, site preparation for sale, and support land appraisal and disposal negotiations.
  • Lead the infrastructure tender process and contribute to site bid reviews.
  • Assess technical constraints for potential land acquisitions.
  • Ensure compliance with internal procedures regarding consultant appointments and CDM regulations.
  • Represent the company professionally with all stakeholders and ensure all technical reports are accurate and well-presented.
  • Coordinate with contractors to maintain operational infrastructure across the portfolio.

Quality & Compliance

  • Maintain clear documentation of site visit risks and notifications.
  • Ensure the accuracy and quality of all technical and commercial information.
  • Oversee consultant performance and ensure compliance with relevant regulations.
  • Uphold the company's high standards for delivery and stakeholder engagement.

Financial Oversight

  • Take ownership of infrastructure budgets and financial performance across the project portfolio.
  • Manage consultant fee budgets and align programmes with project milestones.
  • Support appraisal updates and cash flow forecasting.
  • Input into yearly budget planning and assist with audit processes as needed.

Key Skills & Experience:

  • Degree or equivalent qualification (HNC/HND/NVQ Level 5) in a relevant discipline.
  • Chartered status with a recognised body (e.g., CIOB, CIAT, RIBA), with a strong record of ongoing CPD.
  • Extensive experience delivering large-scale, multi-phase infrastructure projects.
  • Strong project management skills, from inception through to completion.
  • Proven ability to manage external consultants, budgets, and construction programmes.
  • Expert knowledge of CDM Regulations, with experience as Principal Designer.
  • Proficiency in Microsoft Office Suite and use of CAD files.
  • High attention to detail, strong problem-solving skills, and a hands-on, solution-oriented approach.
